The third pin on a three pin plug is your safety line to the earth. This allows a lot of faulty appliances to let the the ground take the shock rather than you but if the path for the fault to travel down is not in good condition then you could receive a bad shock.
This may only be needed every few years so doesn't normally get looked at. Ask me to take a look at your earth while I'm doing some work for you and check it's OK.
